Removing a fingerprint shouldn't make the Touch ID preference pane disappear.
Try booting into Safe Mode then restart normally. Sometimes that will fix anomalies.

Something you can try…
While in the Finder press command shift G, in the window that opens paste in the follow line and press return…
/System/Library/PreferencePanes/TouchID.prefPane
Dbl-click on TouchID.prefPane and see if it will open.
Cycle the power switch on your keyboard. If that doesn’t work, connect the keyboard to the Mac with lightning to usb cable. It should restore TouchID.
Really suggest the user refer back to suggestion from @Barney-15E and follow all the suggestions in the order that were presented.
The Touch ID sensor in the Touch ID Apple Keyboard must communicate with the Computer.
If the Keyboard is not communicating with the Computer - the Touch ID in System Setting may disappear only to re-appear once the communicated is re-established.
Re-Installing the Operating System may not be required

Thank you. I followed the procedure you recommended, and the preference pane did open, but the Touch ID portion is still missing.
I did something stupid last week. My fingerprint wasn't working, so I went into this preference pane and deleted fingerprint #1. There was a dialogue box that says deleting this would be permanent, but I thought that applied only to fingerprint#1, but I see now is applies to all fingerprints and deletes Touch ID as an option.
I deleted the fingerprint in the system settings, so Touch ID does not show up at all. I suppose I have to reinstall the system.

I followed the recommended procedure, and verified that the keyboard is communicating with the computer. But it did not restore Touch ID capability in my System Settings.

see above. At first glance I thought you had only typed shift + g. And yes......I do realize that.
