The sorting options in Photos are different from the ones in the Finder. You're sorting on filenames. In a Photos album you can sort on Titles, so all you need is to use your filenames as titles.

I have a folder on my Mac, with the photos listed in correct alphabetical order, starting with
"ScanHM001, ScanHM002,..."
