Yes that model's memory controller can handle an 8GB module, even two.
However, were it my Mini, I would do two 4GB modules for a total of 8GB to keep the RAM matched. There is a slight performance increase with matched RAM but I would do it to have exactly matched RAM—same make and model—for maximum compatibility. The performace difference between 8GB and 10GB RAM would be hard to capture.
OWC sells two 4GB models for only US$2 more than one 8GB. Like den.thed, I also recommend Crucial RAM as well.
You cannot run higher than macOS 10.13 on that Mac and, for most consumers, 10.13 is happier than a pig in mud with 8GB RAM.

However, keep in mind that Mac’s are picky and it is best to purchase RAM from suppliers like OWC or Crucial that specialize in Mac RAM.
