I dropped my iphone in the lake! When near wifi, my watch still works. My pictures "favorites" album was set up as my screen on my watch. I did not have a current back-up of the phone I lost, so I would like to transfer the watch data to my new iphone. Is this possible without the old phone?

Information can be moved from an iPhone to a paired Apple Watch, but the reverse is not true. Before you can pair an Apple Watch to an iPhone it must be erased per Set up and pair your Apple Watch with iPhone:
"Trouble pairing?
If your iPhone was backing up to iCloud, or syncing data with iCloud or another service, then it may be possible to recover that backed up or synced information on a replacement iPhone. Use the steps in Restore your iPhone, iPad, or iPod touch from a backup or Set up iCloud Photos on all your devices when you replace that iPhone.
