Files missing from folders on MacBook, but visible in iCloud?

All of a sudden, all the folders on my MacBook drive are empty. And I can't save anything to it because I don't "have permission." I have no idea what happened... I've made no changes or done anything different that usual. If I do a "Get info" it says the files are there but I just can't see them.

I can see all the files in the iCloud, so I know that they are there.

But what happened and how do I fix it? (I've rested the computer which had no effect.) I"m on the latest OS, Ventura 13.4.1.

Thanks in advance.
