Apple does not offer a program like this, but a local Apple Store or Apple reseller might be able to work out a deal for you.

You will have to find out on your own what the cost of this might be.

If you're willing to change your cellular carrier and enter into a contract period with a new carrier, you might be able to get your iPhone replaced for free or at a greatly reduced cost.

We just moved. Previous carrier had lousy coverage. Changed carriers, traded in an XR and an Xs, got two iPhone 14s for free. Pretty sure they offered a significant discount on the Pro models.

The iPhone 11 Pro Max was discontinued in October of 2020. Apple no longer sells it.
