issues with video recording iphone 11 not changed video recording resolution

Hello, I recently noticed that the phone does not change the resolution of video recording. It is set to 1080p by default, but when recording a clip it is at 720p. From the settings, I changed it to all possible formats, there is no effect and 4k still records it at 720p. Some time ago I was tested the different variations and I know that there was no problem and I have shot 4k and that's how you did it. 38.5GB of 64GB used on the device and 53.7GB of 200GB used in iCloud.

It turned out to be from the settings of High efficiency and most compatible. when it is on High efficiency, it saves the files with the correct format in the phone, but uploads them with a minimal one to iCloud, and when it is on most compatible, whatever the format of the phone is, it is also in the cloud.
