Found a fix on the Amazon support forum:
1) Go into the Apple TV settings,
2) go to network
3) Change configure DNS to manual
4) Enter 001001001001 under DNS. After you do this it will display as 1.1.1.1
May have to configure internet connectiona couple times and restart Apple device etc. but this just worked for me!

For anyone having this issue with 4k resolution turned on, it appears that the Apple TV 4K HDR video resolution setting isn’t compatible with the Amazon Prime video streams. I have to change my Apple TV video resolution to 4K SDR to get any video to show from the a 4K/UHD video stream from the Amazon Prime video app.
I had the same problem this week and resolved it by turning off on the router internet protocol version 6 (IPv6) and left only internet protocol version 4 (IPv4) working. We often have such problems with apple store related with these protocols for some reason. Hope this helps.
I confirm that changing the DNS settings to CloudFalre (1.1.1.1) works for me too. Application is usable now. Thanks
I would start by deleting the Prime app from your ATV, restarting the ATV then reinstalling the app.
I doubt Prime Day has much to do with it. It is working fine for me (or was last night). Another thing to try would be to turn off your router for five minutes and then turn it back on. It's possible the issue lies in the network and sometimes that will kick it back into gear.
Have been on the Amazon support site. They state they are aware of the problem and are working towards a solution. I imagine that is the standard response to anything and as of today the issue continues to exist. From looking over the requests on Amazon video support, it looks like this isn't effecting a large number of users but it is happening in multiple countries going back to the beginning of the month. Did that first; still a no go. All other apps function and Amazon Video works on all my non-apple devices. Hoping it's related to amazon prime day going on now but not optimistic.
Have you checked with Amazon support? If other apps work fine, the problem may lie with the app itself.
Amazon suggested I do a reset on my AppleTV though I haven’t tried that yet since that’s a bit extreme to fix one app.
The Amazon Prime app stopped working on my AppleTV4 on 7/12/23. Nothing I’ve tried thus far corrects the issue, just keep getting error 28 and the different language options. Prime works on my iPhone as well as my Samsung SmartTV
Was on the phone with Apple tech support for some time. Although they were helpful, nothing I hadn't already tried was suggested. They also said it was an isolated case. Seems like it's an amazon issue that hopefully will be resolved with an update soon.
That's the same thing I was thinking about. Sometimes when I click on the Prime Video app I have to wait 5 minutes for it to finally open. But other times it opens within a minute or 2. Either way it takes way too long to open. I've tried everything from reinstalling the app to reconfiguring the DNS as stated earlier. I even reset my Apple TV to factory settings and started all over again. None of it fixes the problem. The issue has to be on Amazons end because every other app works just perfectly.
I was told to remove the app from the apple tv and download it again, and now it is not even installing the prime app ... !!! - it is working on my smart Tv but not on the apple tv ... weird and frustrating
Yes, did that too. Interestingly, the Amazon app shows all menus and previews; the problem occurs when attempting to sign in or register only. Always fails to send activation code.
