Brand new 13 Pro is in SOS mode while setting up (replacing my previous phone which did same thing)

My 1 year old iPhone 13 Pro started randomly going to SOS even though cell service was fine. Restarted network, took out sim card, put back in, went to Verizon store and they put in a new eSim card. Still random SOS all day. Verizon sent me a brand new 13 Pro. Going through the process to transfer data and the NEW PHONE says SOS as well. No clue what to do. My husband had a series 10 has no issues ever. I believe this started after the last auto upgrade to version 16.5.1 The people at Verizon said it's been happening a lot but said the new phone should fix the problem. Anyone have any ideas here???

UPDATE: 2 more trips to Verizon store (hopefully that's the last of it.) There was a weird issue with the provider that was resolved with Verizon. Got home and SOS started up again. Went back to Verizon store again. Apparently now there is a new update to fix the bug. Transferring everything now. Will see if that fixes it.
