Be sure to check and see if any other apps on the device are able to play audio successfully, as that'll help to see if it's a broader issue or if Safari is the only affected app.
If you're on a Mac you may try right-clicking/Control-clicking the Safari tab when audio is playing and see if it says 'Mute tab' or 'Unmute tab'. If it does say unmute go ahead and choose that.

If you’re using your computer’s built-in speakers
1. Unplug any headphones or external speakers.
2. On your Mac, choose Apple menu > System Settings, then click Sound in the sidebar. (You may need to scroll down.)
3. Click Output on the right. Make sure [Mac model] Speakers is selected, the “Output volume” slider is not all the way to the left, and the Mute checkbox is not selected.

Make sure you aren’t unknowingly connected to a nearby Bluetooth device, especially headphones or earbuds nearby that you can’t hear and aren’t aware of. Your settings may be causing Bluetooth to automatically connect to another audio device when it detects it.
I experienced this problem to and idk what to do sorry.
