Sounds familiar? Happened here too.
I was blaming it on the macOS 13.5 upgrade, which immediately preceded the failure, but I've since reinstalled macOS 12, and the port is still not available. Looks like I'm on my way to the Apple store.

Try resetting the Mac mini’s SMC and NVRAM.

Then test in Safe Mode followed by a normal restart.

Thank you for the suggestions. I spent over two hours on the phone with Apple technical support. We attempted all those actions. Reinstalling an older/working OS was the final option, and that didn't work.
