If I give a watch to a family member who doesn’t have an iPhone and the watch is wifi only (no cellular), does the fall detection feature still work with Wi-Fi and without Wi-Fi?

I have a non-cellular watch paired to my iphone, and when it detected a fall it told me but could do nothing about it because my iphone was the other end of a long garden even though still on wifi.
So as Branta_UK says
I suspect Fall detection is only practical for the Family Setup scheme using Apple Watch with cellular. Without cellular the watch can't make the emergency call unless it has a paired iPhone, in which cased Family Setup is pretty much irrelevant! The problem with WiFi calling is that it doesn't give a useful location if the faller is incapacitated and unable to speak.

Apple Watch Family Plan watches must have cellular.
And either you have to lie about the age of your child, or the Apple Watch is for an aging parent.
Does fall detection work with family set up but no cellular plan for the Series 8 watch?
