iphone has apple logo on and off repeatedly without turning on

My phone is fully charged and will flash the apple logo on for a few seconds then off for a few seconds repeating itself. The phone is fully charged, It will not allow me to restart it (iphone X- up, down, then hold button down). And it wont be recognized by my computer in itunes when connected. HELP Please

You're Stuck in a Boot Loop:
