Mouse cursor sticking in Ventura on both Magic and USB mice

I've recently bought a refurbished 2019 iMac 27" running Ventura and I'm having a problem with the cursor "sticking" of freezing for 1/4-1/2 a second every few moments. I thought it might be an issue with my magic mouse so plugged in my older USB mouse and that has the same issue, therefore this is not a Bluetooth or dirt on the optical issue.


I have just done the update to 13.5 but the issue remains. I am running with 128GB of RAM and a 4TB Samsung SSD hard drive. It has a Radeon Pro-Vega 48 graphics card and a 3.6Ghz Intel 8 Core i9 processor.


Any thoughts? I am running Garageband and pCloud but the problem is present with Garageband quit. pCloud is a bit like Dropbox so it has background apps and extensions.

Happens for me as well on a 2019 16inch macbook pro with Ventura 13.5.2. Reseting SMC and NVRAM didn't help. Not sure what to do, it's annoying as ****. Can't do much work. Besides the cursor freezing every minute or so, I get video freezing for a cool 5-8 seconds, and the cursor still moving. What is happening with this OS apple? I had bigsur before and never had this issue... Any fixes? I don't believe this is a hardware issue.
