I have issues turning on the computer.
It has some issues with Apple computer because it needs to take time to restart and finish loading.

Seems as if something is causing your Mac to lag, before and/or after login. So, perform the following...
Troubleshooting Lagging Mac Boot:
A. Try Safe Mode:
In Safe Mode, login items do not run, and corrupt system files(i.e. caches) are intentionally reset as a way to fix issues
B. See if your Hard drive is Failing:
What to Try:
C. Remove Login Items:
While in Safe Mode, remove all of your Login Items, and then restart the Mac. Go Here: Change Users & Groups Login Items Preferences on Mac - Apple Support

More information would help. Describe what's going on with your Mac.
Starting a Mac and shutting it down both take time. That's normal. There is no need to routinely shut down a Mac.
We can fix the Mac to see if it is working.
