I have photo backup from my iphone to icloud turned on, no optimization. My phone currently store 122GB of photos and videos, but my icloud stores 173GB of photos and videos. I manually backed the phone up today, and it didn't help. My only other device is an old ipad that has no photos or videos on it. What gives? This robs me of 50gb of icloud space...

If you are optimizing your storage the ones in iCloud are full quality, the ones on your phone are reduced quality to free up space.
