It would really be very interesting if we could prevent it from turning off if the screen is locked.
As already posted …
For a theft the contemplated feature is absolutely pointless … a criminal will ALWAYS be able to defeat FindMy - or for that matter IMEI - tracking.
However, providing the ability to reset a “hung” phone ALWAYS applies to ALL users.
Yeah it actually would dissuade thieves. A lot of thieves power off your phone so they can't be tracked.
Wrong. Did you read any of the previous posts?
A thief would absolutely have no way to power your phone off other than smashing it or taking it apart to get the battery out.
Wrong again. Please do some research or read previous answers.

I cannot change the Auo Lock so that I stop my phone from turning off so quickly. It turns off even while I'm using it.
As your issue is completely unrelated to the subject of this thread, I suggest you start your own thread. It's more polite to the people in this thread and is more likely to get you the help you need.

You cannot prevent it from being turned off. Even if you could, it wouldn't deter thieves. It would also make troubleshooting issues on the phone far more difficult, possibly even rendering people's phones useless until they were able to get to an Apple Store.
Consider using Stolen Device Protection:

And all a thief needs to do is to put the phone in a Faraday bag and it would render that option completely useless.
This is a user forum. No one here can change this.
Yes, you are. This, however is a technical support forum, not a place for you to espouse your opinions on how it should work.
That's where I got that picture, it was $10.39 for two of them. very good price for the quality. You can get even cheaper Mylar ones for less than $5.
Heck, even a sheet of aluminum foil would do the trick for almost no cost.
Keep dreaming.
It can also disable any legitimate iPhone owner trying to do basic troubleshooting on their device.
however, if that option exists, it can dissuade thieves
No, it would not.

In addition to not actually being helpful, as Bob Timmons noted, it would actually be a problem for a lot of people. One of the most basic of troubleshooting steps is to turn the phone off and back on again, or, if necessary, to use a forced restart. What you're suggesting would make this impossible in some circumstances.

Thieves can sell parts whether or not the phone is locked.

Sometimes thieves are pickpockets in crowded places and next he/she shuts the phone off.
Yes, that happens. But, making it impossible to turn off the phone without a lock code would cause problems for a much larger number of people. And the thieves could still disconnect the phone from the network.
