I cannot reset my Apple ID password

My friend's Apple ID was stolen by hackers and she cannot get back the ID beacuse the hackers change the phone number so she cannot pass the two-factor authentication. She has 10000 photos in the iCloud and it looks she will lost all of them becasue of the two-factor authentication make she cannot get back the ID.

All photos are her precious memories of ten years because She use iphone many years and also buy the 2T iCloud SPACE to save her datas but it look like a stupid idea bacuse she provide all of them to Apple and pay more money but she cannot get back them now.

She was quite depressed and not sure about suicidal thoughts. So I hope Apple can help her because she can provide any evidence that the account number is hers as long as Apple is willing to assist her.

So please, please help her.

I am also the iPhone user and I trust the security is the most important point in Apple.
