I can't download movie I rented
I can see the download button on the movie I rented but it does nothing when I click it?

It is quite subtle. The download icon should change into a checkmark when hovering (and disappear when finished), and an animated “download busy” indicator icon should appear at the top, next to the search field. The Activity window of the Apple TV app would show more details during the download, but not show it when finished.
When completed, the title should be listed in the Downloaded section of the Library in the sidebar.
