Photos 3143 error

I had to move my Photos library off of my Mac to free up space to do updates, and have now moved it back. I had to make it the system library when I moved it back but that process never completed and whenever I try to open the library I get a 3143 error, if I choose to open another library from that dialogue I get this error "The operation couldn’t be completed. User is changing the system photo library"

I tried creating a new empty library which opened but when I tried to make that the system library it did not complete and I have the same issue.

I have tried repairing the library but it still gives the 3143 error after repair

Does anyone have any solutions ?

Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.

NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts

• Deletes font caches, kernel cache, and other system cache files

NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.
