I had a similar problem. Notes was taking 15G on my phone but only 9G on my iPad. This was choking my phone restricting updates etc. I deleted the app on my phone but only freed about 2G of space. I then reinstalled and deleted again each time I found I was getting a little more space. Finally when I had it down to under 1G (from 15) it asked me to connect it to iCloud again. I did this and after the notes eventually restored its now taking the same storage as it is on my iPad. I’m thinking it has worked. It’s like old cache files were maintained to speed up a restore.
