Perform a Forced Restart on the phone. Follow the instructions very carefully, as this is a bit tricky. You may need to repeat this several times.

There are only 2 possible results when you perform a Forced Restart:

1) The phone returns to normal operation

or

2) There is a hardware problem with the phone that will need attention at the Apple Store (make an appointment) or at an authorized Apple Service shop.

B. Being Stuck in a Boot Loop:

Your iPhone might be stuck in a boot loop. This typically happens when you unsuccessfully download somethings or an install stalls.  So, refer to my User Tip: How to Fix an iPhone in a Boot Loop - Apple Support

Just to be clear, do you mean that the phone is definitely off? Even if the screen is dark and does not respond to touch, the phone could still be turned on. How do you know it is off?

The phone is not stuck in a boot loop.
