I have turned off my phone and back on, gone on airplane mode for 2 minutes, closed the phone app and opened again and updated to IOS 16.6. Anyone who calls me gets an error 144t or a double beep and hangs up. I am in a big city and my coverage is adequate.

Contacting the carrier is the correct answer. There is very little you can do with the Voicemail settings on your phone. Setting up and creating a greeting just forwards the information to you carrier where all of the features are handled.
