One track on album won't play or download on Mac

iMac Pro 2017, MacOS 13.4.1, Music 1.3.5.8, about 1TB of free disk space.

I purchased this album, on the Mac track 6 will not download or play. I have removed the download and redownloaded it, same thing. Logged out and back in, restarted the computer, deleting and redownloading each time, same result. This all works fine on my phone. What could be going on here?

What it looks like in Music. If I put the cursor over track 6 there's a red download arrow, but clicking on it does nothing. Play also does nothing.

When I choose "Show in iTunes store" I see this, that one track shows as purchased, but I can't play or download it.

As of this thread, there was an error in Apple Pay yesterday. So, that may have played a role in this inaccessibility. See here: Apple - Support - System Status - Apple

I contacted Apple Support with the get support link above -- I'd reported this yesterday but just got a generic email with places to go for help yesterday and it was unclear to me if Apple was going to get back to me or not. The get support link had me talking to someone immediately, so thanks for that.

The first agent I talked to said "So, it looks like we have had some reports of customers experiencing this and for now, our senior advisors are handling it."

When I talked to the senior advisor, she checked on various things in the system and could see that it had downloaded to my phone but not my Mac. I don't know what she did to fix this, but after whatever poking around she did, she had me go to Account -> Purchases -> Recent Purchases and there was the album with a download symbol in the corner. I clicked that and it said it downloaded one item. She then had me restart Music, and after that the track finally appeared in my library.
