contacts on my phone like doctor offices and business contractors are going to my voicemail. They are not blocked. They are added to my contact list, but they appear in red instead of black.

This fixed it. Not sure if anyone else has tried it but my problem is no more.
Here’s a possible solution to the problem of calls going to voicemail. Somehow an iOS 17 update erroneously put in a do not disturb schedule in the Do Not Disturb area. You have to delete this erroneous do not disturb schedule.
Currently, I’m using an iPhone 11 with iOS 17.4.1. I hope this solution works for everyone.
Step 1. Go to Settings>Focus
Make sure Share Across Devices isn’t on.
Step 2. Go to Settings>Focus>Do Not Disturb
Scroll down to Set A Schedule.
Delete the schedule that’s erroneously in there.
I did this on my Mac Mini too just in case.
It solved the problem for me. I hope this solution works for everyone.
If you are an AT&T user, I just solved this because the ActiveArmor app was installed and (in a hidden setting), there's a function that sends unknown callers to voicemail. The rep helped reset it and now it works. Hope this helps some people.
iPhone 11 Pro Max goes straight to voicemail when anybody tries to call me. Some of the people are in my contact list, and some are even on my favorites list. I do not even get notified that they tried to call me all of my do not disturb Settings are off and actually have never been turned on. Airplane mode is off and yet I still don’t get calls. It’s obvious my all the comments that this is an ongoing problem for iPhones. When is the ETA to fix this?

I had this issue from the time i received my new Iphone 14, it turned out to be this setting, i just deleted the person do not disturb and viola!
I had luck by changing my ring tone.

Same issue here. No ring and no voicemail alerts even though the person says they left a voicemail. Contacts in my phone can’t get thru either.

This is not fixed. I’ve been having people text me for several months stating this is happening. I reset my phone and it works for a bit and then the texts start coming again. It’s very frustrating.
iPhone 11 Pro Max goes straight to voicemail on incoming calls. Phone doesn’t ring, and I am not even notified that somebody tried to get a hold of me. i’m with AT&T and they say it’s not them.
I feel like this problem is intentional by Apple to force people to buy another phone. But I promise you apple, it won’t be another Apple. Time to look into an android.

This worked for me:
Go to Settings/Phone. There's a switch for Silence Unknown Callers. If it is on any calls from numbers not in your contacts will go directly to voicemail. If you keep it on, in Settings/Phone make sure Dial Assist is enabled; it is needed to accurately match an incoming call to a contact.
For days my family calls were going to voicemail with no way of knowing a call was made (not on call log). It was acting like my family phone list was blocked. I finally got it fixed!
Turn off any screen call apps.
Start deleting your BLOCKED CALLS.
After deleting about a dozen, I finally got the phone to ring for calls again. Good luck.
