iPad wont restore/update 4013

I am using a iPad 9th generation, It has a software issue where it starts to bootloop after not being used or charging, So when i try to both update and restore it gives me the code 4013, I am using the latest windows update and iTunes update. Please help

If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch - Apple Support


If you continue to experience difficulties, you might be well advised to seek assistance directly from from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page. 


Alternatively, if you have access to another Apple device, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed, the App can be downloaded from the App Store:

You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to provide assistance:
