Enabling the Access iCloud Data on the Web option on my iphone fixed the issue. Thanks for posting this solution.
I reinstalled Win11 and could connect with Edge until the latest updates started. I think it is Edge. I installed Firefox and can connect without any changes to anything. I did have to reset my Apple password for some reason I don’t understand. I’m a super user. This is not a network connection error but a browser issue if some type.

I found the IPV6 in my internet settings after finding a google instruction guide. I turned it off for Wifi (since I'm on Wifi--but the instructions said to turn it off for Ethernet) and it now works. So make sure you turn it off for whatever connection you are currently using. I didn't see that mentioned anywhere.
Still don't know WHY this is happening, but it works now.
I just turned off the Prioritization Engine in the Killer Intelligence Centre app on my Win 11 Acer Predator, turned back on IPv6 and everything seems to be working fine. ICloud connected through the web ithout the error message.

I have had this problem today on my new laptop (running windows 11) - I fixed this by turning off the intel Killer wifi app, this then allowed my computer on chrome and on the iCloud app to work. it seems to me that the intel Killer wifi app doesn't really do much other than create connection problems ;)

I tried the multiple clicks method too. With persistence, I was able to get icloud to load, but all my photos were not loading, and it still was not working correctly overall.
Removing the Killer Intelligence app was 100% effective for me.

Do you have Killer Control Center? If so, go to it's settings and turn of the Optimization Engine. If not, go to your network connection's adapter and turn off iP6. Both should work but I prefer turning off the Optimization Engine..

If you turn off ipv6 in windows network adapter settings in control panel it starts working again.
I did disable IPv6 that enabled me to access iCloud via web. I have reenabled it and disabled the Killer Prioritization Engine and that now works. You are a genius. Thank you.
I went into the Killer Control Center from the hidden task bar icons, went to settings and turned off the prioritization engine, rebooted and it stayed off!
Disable ipv6 fixes it.
There was a suggestion in the thread to disable the killer app, so I went to services and disabled all of the items associated with Killer, and it worked!

I turned of IPv6 and was able to get into iCloud on all my Windows 11 browsers including Chrome and Edge. I aslo turned of the Killer Networks app and that worked as well.
Found the solution for my same occurance of this issue: Application password for the iCloud email account needed to be re-created and re-configured in the account settings in Outlook:
That did it. IPV6 was the culprit, although I fear that will cause havoc in other places. But I can access iCloud now from a browser.
Although the Outlook settings in the iCloud app did not add my calendars or contacts to Outlook.
