Have the same problem with Windows 11 and Chrome. It has worked fine for the past year, stopped working a few weeks ago. However I can access iCloud fine in Firefox. I also can't log in to iCloud for Windows anymore. Disabled firewall, still doesn't help.
Removing IP6 worked for me. Hoping everything else keeps working. Thank you!

After two days of trying to correct this problem (with calls to Apple Support, they couldn't fix it either) including all your suggestions, since the widows was upgraded from 10 to 11 in the last 2 years, I am re-installing Windows 11 on my PC.
It's just a waste of time, yours and mine, trying to find the problem especially with Windows.
Appreciate you looking into this, in my case it didn't work.

It still doesn't work, Same message as before. Tried it just now and fail to authenticate. Have put in a ticket with Microsoft, maybe get a reply in a couple of days, weeks or months.
I'll let you know what happens.
I have no idea what happened, on August 3 the syncing stopped with iCloud. It has to be something with Windows 11 as far as I can tell. I thought to change my password but my iPhone and iPad has no problem with them but the real kicker is that my laptop (also windows 11) can login in and sync! Figure that one out.
It's now Aug 29 and I still get the same authentication error when trying to login. I have re-installed the Windows 11, 4 times with the same result.
I am beyond frustrated. I worked with the Apple people and still no progress, they tried but nothing.
Put in a ticket with windows Feed Back Hub, left 3 messages and absolutely nothing.
Will try contacting Apple again, think the ticket is open for 30 days.
If I find out anything I will post it.
The only good thing is we are not the only ones with this problem!
This is a much larger and more complex problem than Apple is admitting to. We have several Macs, iPhones, and PCs and we're getting no rhyme or reason why some configurations work, and others don't. Here are the OS/Browser combos I've tried, and with the exception of "Old Mac" all OSs and Browsers exceed the minimum requirements for iCloud published by Apple:
Windows 10 / Chrome: Error <-- Windows 10 19045.3248, Chrome 116.0.5845.111
Windows 10 / Edge: Error
Windows 10 / Brave: Error
Windows 10 / iCloud App: Error
iPhone / Brave: WORKS <-- This proves it's not a browser issue
iPhone / Safari: WORKS

New Mac / Chrome: Error <-- I have MacOS Ventura 13.5 and Chrome 116.0.5845.110 -- Why the error?
New Mac / Safari: WORKS <-- This proves it's not my internet connection, and it's not a security software issue.
Something else is happening on Apple's end. iCloud running from a Windows/Chrome environment was literally working fine one day, and then errors the next. No changes in the local environment proves the change is on Apple's side.
Please fix!
UPDATE: Now the "New Mac" is working with Chrome. Nothing changed. It absolutely was not working. (I still have the Chrome window with the error on my screen.) What is going on?
I'm glad you got it going. But be aware -- it's been intermittent for me. Within the course of a few minutes, it was working on the New Mac for Chrome, then stopped working, and now it's working again.
I have been in IT for 30 years, the first 20 of those in a desktop support role of some kind. If someone can suggest any reason how a network service can work/not work/work within a span of 10 minutes, and the cause of it being on the desktop I'd love to hear it! :)
Yes I did, But upon reboot it reactivated the Prioritisation Engine so I just killed the IP6 and will wait until the 'Idiots' fix the problem! Of course that could take weeks, months or maybe next year.
It may be a problem for us that we have it but it seems it's not a BIG ONE for everyone so we'll just have to wait.
easy 15 second fix - type ncpa.cpl in search bar in windows tray, that'll take you to your network control panel. Then right click on properties on the network you're connected to, then scroll to 'Internet Protocol Version 6 (TCP/IPv6)' and uncheck the box and hit ok. Refresh icloud.com....voila.
I'll add: HP laptop, Windows 11 Home: I have all the same issues/same error, tried multiple browsers, cleared all the cache, restarted the system, made sure Windows and browsers were updated etc. Then I decided to install Firefox (which I did not have on my system.) When I then went to iCloud.com in Firefox, it went to the homepage/sign-in page without an error message, so I thought all was well! But then, when I tried to log in, I once again got the same error everyone has been getting. So, the problem seems to be somewhere in the login process (I guess? I'm not an IT/tech pro).
Seems to be an intermittent error. I encountered this a few weeks ago, and today, Sep 18,2023 and over this past weekend (Sep 16-17, 2023) i also was encountering the same message. Its not clear what the status is, since this has been around for more than 1 year with no word from either the moderator or Apple.

I used the "turn off IPv6" approach and now have restored connectivity to iCloud on my Win 10 laptop.
I also have 2 Win 10 Desktops which were NOT experiencing the iCloud connectivity issue. Checked the ethernet adapters on those machines, and IPv6 had already been disabled.
