Troubleshooting Voice Memos Taking Up Storage:

I’m sure it’s not more than a glitch.

So, two things to try here…

A. Rid of “System Data” (formerly called “Other”):

Perform my User Tip: How to Clear "Other" in your iPhone's Storage - Use Backup - User Tip

No success?…

B. Reset to Factory Settings:

I. First Create Backups:

Back up your iPhone to your Mac or PC prior to the reset. You can also use iCloud Drive to export app items (ie Photos and Contacts).

1. Go to: Settings 
2. Tap: [your name]
3. Tap: iCloud
4. Tap: apps that use iCloud Drive

Then

II. Proceed with Performing the Reset:

1. Go to: Settings
2. Tap: General
3. Tap: Transfer or reset iPhone
4. Tap: Reset (Proceed with the reset)
5. Tap: Reset all settings (Proceed with the reset)

Voice Memos:

Other than the 88.3 MB, the rest of it is the documents.

Troubleshooting iPhone Storage:

Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support

Report this to Apple:

Do your Part: Many reports are out there over the years on the web on getting this fixed. Question is: "Just how many people have actually reported this to Apple?"

These are just user-to-user forms. Apple barely reads the forums as it is on their own time and will. Apple will know nothing of this concern, if you do not spread the word to them.

So, report it to Apple. They wont get back to you directly, but the more they hear about this, the more likely they will look into, knowing what is going on.

1. Go Here: Feedback - iPhone - Apple
2. Select: "Bug Report" for the "Feedback Type"
3. Comment: on when this issue began, and how you have troubleshot it, thus far. Include the URL of this thread.
4. Proceed from there as necessary.
