My mac book's mother board is not working so i am not able to start my mac book.
is there any way that i can access it's hard drive with another mac book and get my all data ?

No, if the computer is not working you can not access the drive. You need to recover the data from your backup onto a working computer.

You may have to rely exclusively on your backups if your main board is completely dead. Was you data by chance in iCloud?
