Image re-sizing in notes app

Hi!

When placing photos into my note, I am able to crop some with corner sliders, move them anywhere, and freely write on them while still in the note view (which is great!). However, on other images I’ve added, I can’t write on or around the photo unless I click on it and edit it with Markup. I also can’t resize it except by holding down and selecting “small images” or “large images”. How do I get to have the first of the two happen every time? Why are there two different ways to interact with images and how does the app decide which one it chooses?
