Everything opens in tabs instead of new windows

Suddenly practically everything I do that used to create a new window now just adds a tab if there's already a window open. I've most noticed this in Mail and Quicken, but I think it happens in other apps as well. It does not happen in the Finder. This behavior might have started with the installation of Ventura; I'm not sure. Neither Mail nor Quicken has relevant settings I can change, and the Finder setting for "Open folders in tabs instead of new windows" is not checked. I find this behavior very inconvenient, because I frequently close a window when I'm done with it, only to realize that this action closed another tab on the same window that I was NOT done with. Any idea how to revert to the old way?
