Only references to 54.0 available indicate Мегафон / Megafon, and spusu, and maybe a Chinese carrier.
Ask Apple Support. They might know. (If they do, let us know which it is.)
if this follows the usual pattern, the seller has probably disappeared so no carrier unlock and no refunds, and the carrier holding the lock (assuming you can identify the carrier) might or will not be interested in releasing the lock (either without payment, or at all).
Buying a used iPhone too often means buying a problem, buying the rest of somebody’s cellular plan, or buying a brick.
