photos on my iPad and iPhone are mostly there. 2015 is missing from the Libraries
All original photo are supposed to be on my iMac. They are also in my iCloud storage

We were a bit confused by your post. Are you missing all 2015 photos on all devices? Are you signed in to the same iCloud account on these devices? Do you have enough iCloud Storage for your photos? The more we can understand, the better we can assist.
We would go to the iCloud website and verify what photos appear there: iCloud
Then make sure all of your devices have iCloud Photos enabled: Set up and use iCloud Photos

I worked with a very helpful Apple Support person and found that almost all of my photos had been transferred to my "Shared Library". She had me delete my shared library selection on my iPhone and they all transferred back to my main library. Problem solved, and nothing lost.
