No, none of the keyboard shortcuts (cmd + [action key: c, x, v, w, o, etc.] work. Cmd-N yields ~ Cmd-C yields ç; the file menu tab in Finder does not highlight nor open the selected file's content (Cmd-O used to perform this operation, now I use the tab Finder>File>Open).
To the best of my memory, I didn't need any software to establish use of this keyboard; at this time, I have no software that appears operational for the keyboard in my systems files.
Under the Apple menu bar, Systems Preferences (not "Settings" on OS 10.13.6)>Keyboard>Shortcuts yields a menu to the left of 10 choices, including another for keyboard> a box and 10 function keys (F1-F8, cmd symbol', shift-cmd' symbol. I've tried restoring defaults, but none of these represent common cmd+action combination of keys used for cut, copy, paste, open, close, delete, etc. Returning to the keyboard tab, that screen shows a list of modifier keys button that yields a dropdown menu of "caps lock key, control key, option key, command key" (no function key entry as your screen shot above shows, but otherwise similar. Here I again tried restoring defaults, as was already in use, also as shown above: each of those keys is already tabbed for the common symbols used to initiate an action on the keyboard, as shown. I'd conclude from this, perhaps erroneously, that something has corrupted or altered the standard actions initiated through the use of the command key. As noted earlier, the top bar menu items for the common short-cut options remain operable.
I have a Power Mac from about 2012, and can no longer update Mac OS. This OS 10.13.6 is the last I was able to load with existing hardware.
