Smart Album based on location? Using Shortcuts perhaps?

Is there a way to create a smart album using location?

I made the switch to Photos a few years ago in order to easily find photos based on location. Have to say it has been a big disappointment.

Now I want to create smart maps of photos taken in a particular city and this does not seem possible. I really don't understand why not. Every pic is geo tagged - why can't I use that to create a smart album. Search can find the pics but I'd like new pics to be automatically added to the smart album using geotags.
