syncing music from iMac (Retina 4K, 21.5-inch, Late 2015) running on MacOS Monterey 12.6.8 to iPhone XS Max running on iOS 16.6.1

Over 99% of the music in my Mac music library is music I have downloaded from CDs for Scottish Country Dancing that I own. I rarely purchase anything from Apple and I don't feel the need to subscribe to Apple Music.

I recently updated one CD and some title information on Mac and successfully synced to my iPad running on iOS 16.6.1. I then tried to sync it to my iPhone, also on iOS 16.6.1. All of the songs except one that I purchased online disappeared. Trying to sync and get them back onto my iPhone stops at syncing (Step 4 of 4) with the message "Waiting for changes to be applied." Eventually that clears and the sync button is available, but pushing that just starts the whole cycle again.

How can I get my whole library back onto my iPhone and prevent this from happening again?

Thanks!

iMac 21.5″, macOS 12.6

Make sure your iPhone or iPad is signed in with the same Apple ID that you use with your Apple Music subscription. · Go to Settings. · Tap Music.
