Transfer of photos from iPhone 7 to PC fails with JPEG (but succeeds with HEIF)

I have a problem transferring photos from my iPhone 7 (updated to iOS 15.7.9, but the problem was already present before) to any of my PCs (Windows 10). I have 151 photos to transfer. With the default settings ("Transfer to Mac or PC / Automatic"), the transfer crashes every time. I have about half of the photos transferred and therefore as many JPEG files on the PC (of variable but normal size), but one file has a size of zero and then the transfer stops.

If I start again manually for the remaining photos (excluding the one that fails), the same thing happens. It transfers about half of what was left but it fails again with a new file and so on...

Oddly enough, if I send one of the crash-causing photos to myself as an email attachment, I get a working JPEG file.

On the other hand, if I modify the settings ("Transfer to Mac or PC / Original file"), the 151 photos are transferred in one go (apparently correctly). But I can't do anything with them on the PC because they are then in HEIC format.

So I have the impression that the HEIC --> JPEG conversion by the phone crashes for certain files. What can I do about it?
