iphone 12 stuck on swipe up to upgrade

After a restore from backup on a pc I got a white screen saying "swipe up to upgrade"

Tried to restore and got error 4013

This could be a hardware error and your iPhone might need to get serviced.

Are you using the original Apple USB cable?

Did you try to use another USB port on your computer?

Did you try to set it up as a new device, without using the latest backup?
