OK, I misinterpreted your question. You can authorize someone to follow you using Find My even if they block you. However, if you send your location by text they will not receive it if they have blocked you.

If they have blocked you, they aren't seeing anything. Stop sharing your location with them.

If they blocked you, they won't get any notifications about you.
