OK, I misinterpreted your question. You can authorize someone to follow you using Find My even if they block you. However, if you send your location by text they will not receive it if they have blocked you.

I sent my location after the block thought to see if it would still work! Would they get any notification tho

I know someone has me blocked, but Find My says they can still see my location.
