Hold your finger on it until it offers you the option to delete, tap on the clock dead center, DO NOT the minus symbol at the top right corner, it will flip around and give you the option to change the city. No need to delete the widget.

If you just go to the screen where you edit the widgets and tap on the clock, it will flip around and you can change the city. Or, as you discovered, you can use one of the other widgets that is not tied to a particular city.
If you hold your finger on the CUP clock it flips around and you can tap where it says Cupertino and choose another world city

To get rid of the "CUP" clock, I did as suggested. Deleted it, then added again by choosing a new clock face after clicking "Clock" in the suggestions. For the World Clock, it was a bit annoying because the UI is really touchy. I tried a couple of multiple efforts (that would be six). What was frustrating is that in the midst of changing all four world clocks, the UI would drop out of edit mode and revert to CUP, TOK, SYD, PAR. What finally worked for me is editing each time zone one at a time instead of trying to do all four at one. Replace CUP first, then touch away from the edit box and it will save. Then go in again to change the second time zone. Once changed, touch away from the edit box and you will see both edits saved. Repeat until all four time zones are what you want. Yeah... a bit buggy. TBH, I broke my own rule with iOS 17. Usually, I never upgrade until the *.1 release. Serves me right.
There are multiple clock widgets. When you go to the widget list and select "Clock," you'll see "Clock I," "Clock II," "Clock III," and then "City I," "City II," "City III," and others. Apple, in their Infinite Loop wisdom, decided to make "City I" the default, set to Cupertino, instead of doing the intelligent thing and making "Clock I" the default, so it would automatically show the same time as the device itself, and would automatically change along with the device time when traveling etc.
So, you didn't reinstall the same clock widget, you installed the one that SHOULD have been the default in the first place, but wasn't.

You know there's also a clock screen, right? When in standby mode, swipe left. The next screen is the photo display. The one after that is a very nice clock option. Once you reach that, swipe up and down to get the one you like best.
As far as the widgets go, chose any clock widget that isn't called "City".
I found the solution myself: delete the clock widget on the stand-by screen and install it again.

The joke is, apparently, that people don't understand that the City clock widgets are supposed to show the time for a different city than where you are. You can change them to any city you want. If you don't want to know the time in another city, use a different widget that is not designed to do that. Select one of the ones named "Clock" instead.

I had to turn on Location Services in the Maps App. Same for Weather.
I found I could open the wallpaper app in settings then tap the CUP or local time app and it would show the city list so I could select a city with my local time then exit edit mode
The Clock widget appears to support multiple Clocks with different time zones based on what's in your Clock app. I think every iPhone includes Cupertino as a Pacific Time Zone by default.
I had to delete that and then add the default Clock to get it to show current local time.
I followed your lead here and explored the wallpaper app. Did not help me. BUT I did go into Clock and deleted all traces of CUP, and loaded my local city, and also 3 cities I wanted to see on the World Clock. Thought I had it!
NOPE.
Got stuck with CUP, TOK, SYD,PAR. I think this is a bug.
That was nog possible in my case. The Standby Clock could not be edited. It could just be deleted and replaced by a ‘fresh’ one.

That's why Apple has several other clock widgets that are not tied to a particular location.
