Does this on my screen tell me the MacBook isn't getting AC power and needs to charge the battery? Or does it tell me the battery is too low to boot up, but it IS charging?

Thanks. Having trouble getting the mac to recognize power. So I can try plugging power into different usb ports (I know the supply is good). Any chance I would get some kind of immediate feedback if I manage to get a good USB connection?
The power bolt will start to be green, and in some cases, it will ding.
Meaning of on-screen symbol - charging? or needs charging?
