On my earlier phones I had no issues. Even when I first got this phone it wasn't an issue. In the past week or 2 it has stopped downloading files. I even went back to old emails where I had previously been able to download/view a file and it does the same thing. It says its downloading for a little while and then just stops.

To help isolate network issues, see if the behavior occurs when your iPhone is connected to a different network. For example, if the issue is occurring on your home Wi-Fi, then toggle off Wi-Fi if you have cellular data available. To toggle off Wi-Fi, swipe down from the top-right corner of the iPhone screen, and then tap the Wi-Fi symbol.
If the issue continues, then test after restarting your iPhone and after ensuring the device has the latest version of iOS. This will help to rule out software issues being the culprit. Check out those steps here:
Update your iPhone or iPad wirelessly
1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see more than one software update option available, choose the one that you want to install.
5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.
