Can confirm the new "bug" (watchOS 10.3) with weather not working has to do with Wi-Fi on the phone/watch.
Turning off Wi-Fi on the phone and forcing phone/watch to use cellular allows the weather complication to load properly. Noticed the issue was only happening at home and not when out running errands or at work where I'd be on cellular.
This is a new/distinct bug compared to the older issue that was occuring in the Fall. Really frustrating Apple can't get this right considering how important this feature is.
I resolved this issue by accident but here’s how I did it.
on your watch: press on the side button to pull up control center, turn off wifi (make sure it’s gray), long-press the wifi button and select your network.
on your iPhone: pull up control center, long-press on wifi and select the same network.
It instantly worked for me.
(I tried every other option on here and none of them worked, hope this one does)
Found the only way to resolve the issue : Adding city manually and then changing option in weather from "current location" to selected city, this resolves the issue immediately without any wifi or data toggle.
weather apps broken here as well on both watch and iPhone 15 pro max since update to 10.3.1 and 17.3.1
Both have been reset to defaults
cycling wifi does not resolve
weather data doesn’t update for preset locations or for what’s detected by location service
Turn WiFi off on Apple Watch. Hit the side button not the crown. When control center pops up hit the WiFi making sure the color is not blue. Blue shows WiFi connected. This actually works without turning WiFi off on any iPhone.
I am having sort of the same problem. When I am on ANY wi-fi, my weather will not update and the watch cannot determine if I have the most recent operating system update. (The wheel just keeps turning). If I turn off the wi-fi on my iPhone, or physically leave wi-fi coverage, my watch updates. Once again on wi-fi the problem returns. If I look at my wi-fi settings on my watch, it identifies the correct network.
I had same problem after Feb 24 update. Weather app done on phone but blank info on watch. Resolved by unpairing & re-pairing. It seemed like the watch wasn’t using WiFi, could not check for updates either. Phone was fine & router working. Toggling WiFi, Bluetooth, restarting phone and watch all had no effect.
Same thing was happening to me but couldn’t get a fix with any of the solutions presented. Turns out the weather complication doesn’t play well with a VPN. Turned it off and boom, I had the weather back. Funnily enough, after turning the VPN back on I still had all the weather data and it hasn’t gone back to - - (yet…).
After doing further digging I figured out my specific issue. I'm using the Apple Watch Ultra 2 and have Xfinity Internet (AKA Comcast). I'm not sure if other ISPs do this, but I've allowed Xfinity to broadcast my home network for other customers to connect when nearby. For starters, this seems like a great idea, however, anytime I connect to the 'Xfinity' network anywhere it's problematic and slow.
The issue I found was that while home, my watch would connect to Xfinity instead of my home network and not have any data or weather complications including sunrise and sunset. I went to other homes where this was an issue and sure enough, the weather complications never worked at any other home that was broadcasting an 'Xfinity' network. I went to my computer and forgot the network and my issue was resolved (this was 10 days ago). I wanted to make sure it was fixed after this solution. My theory is that those who have an ISP that broadcasts another network, the WiFi leashing connects to it on the watch and doesn't think you're on your home network causing all sorts of issues. Additionally, the 'Xfinity' network is just awful, anyway. It's meant for Xfinity mobile customers to have access to millions of hotspots in the US, however, the network quality is absolutely terrible and you're better off forgetting the network and using cellular data even if you have Xfinity mobile (I have AT&T for mobile, which WiFi always trumps cellular data) and home internet. This was merely my experience. I'll report back if the issue returns. Check the WiFi network ON THE WATCH when you experience a problem. Resetting, deleting and setting up as new did nothing for me. This has since fixed it.
March 14th 2024 *fixed my issue*
I have been experiencing this issue for sometime now, however, I just kept ignoring it until I decided to google the issue. The issue was still present after the 10.4 update, I tried many of the suggestions on here but found none worked. My apple watch 9 does not have cellular. I decided to try deleting the app off the watch and reinstalling, no luck. Deleted "The Weather Network" app off my phone and restarted, reinstalled the app, and now the complication is working again. Had to create my favorites in the app again but that's a small inconvenience.
Same issue, complication showing a blank. Tried a couple of the suggestions here, nothing works. Then I held down on the current face to bring up edit, scrolled to where I can pick which item I want to see (wind speed, etc). I changed it to another item other than temperature. Clicked the crown to accept, and it started working. Went back and just changed it to current temp, and now all good. Odd...had to force it.
Update: I decided to try the Apple Watch update, but that required an iOS update. So, I caved as the issues were becoming more severe (my Mac Studio and MacBook Pro failed to communicate with my watch to unlock). I got iOS update 17.4.1 and Watch update 10.4. All seems to be working fine now. Weather seems to work perfectly fine and unlocking also works.
I normally like to wait to update so any bugs can be fixed, but I feel I got lucky with both devices.

The link isn't working because the bug the article was about has been fixed. If you are having issues, either it's because you haven't updated your watch or you have a completely different problem.
Same here - apple watch ultra 1 running watchOS 10.4.
Bug is still there. Wifi trick only works partially - the full screen weather app displays data, but the complications still don’t.
@apple: this is one of your most prominent watch faces and this obvious bug is not fixed since how long?
Where is the official response from Apple? I am contacting their support and they are not even aware of this issue. How can support not be aware of an issue reported by 1000+ people?
Edit: I just submitted a report to the Better Business Bureau, and you should do the same. It only takes 30 seconds.

My Apple Watch 7, 10.4 w/iPhone 14 Pro, 17.4.1; exhibits the same behavior except sunrise/sunset times remain blank unless you select it. It returns to blank when you return to the Home Screen. This was working fine until a few days ago. I don’t recall any updates that recently?
