Shipment redirect not allowed

I have always order my phones directly from apple and then redirected delivery to pickup at depo if I wasn’t home to sign. My 15 was supposed to arrive today but I wasn’t home. UPS says the shipper will not allow redirect on this package and when I called apple they said they couldn’t change the address. My options were be home on Monday to sign for it or cancel the order. Then reorder to an address that would have someone available to sign. Unfortunately canceling/reordering is my only option with a 5 week wait for replacement.

Why would they make this change to shipping?

For security reasons.

One of the most common theft methods to day is to redirect an incoming package to a location like a Walgreens and retrieve the (stolen) merchandise there; this is done both my criminals who have hacked accounts and, sadly, package shipper employees.

Apple is reasonably strict about deliveries going to the billing address on the applicable credit card, which is why shippers can select the option that specifically disallows carrier redirects.

However, after a failed delivery attempt you can usually still arrange to pick it up at the carrier depot as would be the case for any missed signature required delivery.

That's disappointing but it's the agreement the carrier provides to the shipper.

If UPS delivered your phone to an alternate address they would be financially responsible for any thefts.

Note a depot hold for pickup is technically a different process than when a delivery is missed and a call tag is left, but I honestly can't say for sure if that would be allowed.
