Is it safe to assume that if this phone is recycled that the data cannot be retrieved .

That’s correct. You won’t be able to get data from the device if it’s been recycled and it wasn’t yours.
However if the device is yours and you’ve enabled iCloud backup, all of your data will be attached to your AppleID and it can seamlessly be loaded onto a new device.
If the device is yours and you’re sending it to be recycled, make sure to disconnect it from your icloud account (de-authorize it) and then do a full erase and factory restore before recycling it. Keep yourself safe.

Thanks. My old iPhone 7 stopped working. I used the backup to activate a new phone.
I was not able to do a full erase and factory restore as it would not power up at all. I have removed the old device from itunes and also have put in an erase request for the data (if it ever connects to the internet).
My question is if someone pulled apart the iPhone would they be able to access any of the data from the phone.
