Sync iCloud Photos
If I backup my phone to iCloud but the photos still giving me sync if i got a new phone the photos will be there even if the sync didn’t finish??

If you were using iCloud Photos on your old iPhone, and have enabled it on the new one, the photos will continue to sync. Please know, if you're using iCloud Photos, your pictures aren't included in your iCloud backup since they automatically sync to iCloud.
