Reset Apple ID without Phone Number

I have an old Apple ID I do not use anymore. When I tried to update an app, it asked me for the password of that old Apple ID. I don't remember it, so it got locked for security reasons. The Apple ID had a recovery phone number, I remember it, but I don't have the phone number because my iPhone was stolen. Now, I don't have any phone number. It still asks for a phone number, but I don't have one. Is there a way to reset the Apple ID password without using any new phone number so I can update the app?
