Upgrade to iOS 17 - fat fingered and dropped a dock icon into another so it created a folder. Deleted that folder. I am now unable to add any icons to the dock - they just disappear; so I only have my phone and mail icon now.

If you haven't already try to tap and hold the icon you're looking to move, then hold it and drag it to the dock. Are you able to hold it over the dock and see if it will stay in that spot when letting go?

I had to do a reset of the Home Screen Layout to get it to work again (General Settings -> Transfer or Reset iPhone -> Reset -> Reset Home Screen Layout)
